Monitoring to estimate damage from Moscow refinery

In mid-February, Moscow refinery began to launch equipment to monitor emissions, which will provide objective data on the extent of the harmful effects of the plant on the environment.

After completion of the acceptance test, information from sensors, installed at the enterprise’s site, will be transferred to the server-wide automated system of GPBU Mosekomonitoring.

Head of Mosekomonitoring Eugeny Nikititch: "Now the only document that gives us some information about the composition and volume of emissions is the form of statistics reports 2-TP (air). This form is filled by enterprises themselves on the basis of research they carried out independently. Company itself will write that it exceeded the standard or made unauthorized discharge extremely rare. The only way to get unbiased information is to equip enterprises with continuous automated control systems".

Installation of automatic sensors that would collect information on emissions is welcome, but it won’t solve the environmental problems of the city. Even with the most careful control, the Moscow refinery will continue to pollute the air, because even the most effective and advanced technological processes of refining are accompanied by formation of liquid and gaseous wastes that enter the environment. The Moscow refinery annually invests in the development of new and improvement of existing treatment facilities, but it can’t cope with the fundamental features of the technology of the oil refining.
