A statement by A.Novak on the delay in the construction of the main gas pipeline Turkish Stream caused controversy throughout the world.
Though A.Novak only repeated the words of his deputy A.Yanovsky, who told in late May 2015 that Russia and Turkey were about to sign an intergovernmental agreement before the end of June 2015.
So, Turkey has decided to blow off steam.
