In the first quarter of 2012, the supplies of Russian oil to oil-processing plants of the Ukraine fell by 41.8%

In the first quarter, the supplies of Russian oil to oil-processing plants of the Ukraine fell almost by 42%, the Ukraine’s Government reported. The oil-processing plants of the country also receive less of crude oil from Kazakhstan and nothing from Azerbaijan, so the total volume of received oil was decreased almost by 23% in comparison with the first quarter of the last year. The oil processing at the Ukraine plants fell by quarter.

In the first quarter of 2012, the supplies of Russian oil to oil-processing plants of the Ukraine fell by 41.8% in comparison with the same period of 2011, RBK transmits, referring to the Ukraine Government. The total volume of Russian crude oil made up 724.8 thousand tons for the reporting period.

On the whole, in January-March of 2012, the oil-processing plants of the country received 1.578 million tons of oil – by 22.6% less than in the first quarter of the 1st year. The purchase of the Ukraine raw materials was increased to 823.2 thousand tons (+55.8%), the Kazakhstan – was decreased to 29.6 thousand tons (-10.3%). Azerbaijani oil wasn’t imported in the current year, but in the first quarter of 2011, 230.1 thousand tons of it was imported.

The processing at the oil-processing plants of the Ukraine was significantly decreased. The petrol production fell to 627.3 thousand tons (-11.2%), diesel fuel – to 492.7 thousand tons (-22.4%), fuel oil – to 386.8 thousand tons (-29.8%). The processing of crude oil was decreased by 25.1% - to 1.73 million tons.

In the first quarter, the Lisichansky oil-processing plant, controlled by Russian-British BP-TNK, decreased the petrol production to 251.7 thousand tons (-32.5%), diesel fuel – to 253.9 thousand tons (-26.4%), fuel oil – to 249.1 thousand tons (-34.3%). The oil-processing plant decreased the oil purchase by 41% to 756.3 thousand tons; including from Russia – by 41.8% to 724.8 thousand tons. At the same time, the plant’s capacity reaches 7.2 million tons of raw materials per year. Looking back, since the 1st of March of current year, BP-TNK stopped the oil supplies to the Lisichansky oil-processing plant. And on March, 15 it stopped the oil processing.

The Kremenchug oil-processing plant (belongs to Ukrtatnaft), with the rated capacity of 18.6 million tons per year, increased the petrol production to 282.8 thousand tons (+24.9%), but decreased the production of diesel fuel and fuel oil – to 200.4 thousand tons (-10.9%) and 122.3 thousand tons (-7.6%) respectively. The plant increased the oil purchase by 14.2% to 737.8 thousand tons. The crude oil was purchased only in the Ukraine, whereas last year oil was supplied and from Azerbaijan too.

The Shebelinsky gas processing plant of the Naftogaz of the Ukraine increased the petrol production only by 1.5% to 92.8 thousand tons. The production of diesel fuel was decreased by 8.6% to 38.4 thousand tons and fuel oil – by 5.5% to 15.4 thousand tons. The processing of gas condensate was decreased to 156.1 thousand tons (-2.3%). The plant’s capacity is 1 million tons per year.

In 2011, the supplies of Russian oil to the oil-processing plants of the Ukraine fell by 21.5% to 4.67 million tons in comparison with 2010. On the whole, last year the plants of the country received 8.453 million tons of oil that is by 15% less than the level of 2010.

At present, the Ukraine oil-processing sector is in the critical situation. As Oil Capital transmitted, earlier the BP-TNK’s representative, explaining the necessity of the stopping of the Lisichansky oil-processing plant, said that in the first quarter of 2012, the oil processing in the Ukraine remains unprofitable. Only two of six (except of Shebelinsky gas-processing plant) oil-processing plants work constantly. And these plants work at minimum load to minimize financial losses. "The government of the country has not yet been taken for solutions that can allow the Ukrainian oil processing to get out of the crisis", - a company’s representative noted in conversation with the agency Prime.

Also recall that in October of 2010 another Russian company – Lukoil – stopped the operation of its Ukrainian enterprise – the Odessa oil-processing plant because of its low profitability and the adverse conjuncture of the Ukrainian market. At the beginning of March, the representatives of local authorities reported that the plant may to begin again oil processing before the end of the first quarter of the current year, but that hasn’t happened as yet.
