The Russian ministry of natural resources has developed a set of amendments to the “Environmental Protection” law, which may make life harder for companies working on shelf deposits. According to the amendments, the government may prohibit the work unless the subsoil user provides a special plan for accident prevention and oil spill response. Oil companies will have to develop the plans themselves, considering the governmental requirements.
