Gazprom named the conditions of access of independent companies to gas export

Gazprom admits an opportunity of access of independent producers to gas export in case of settlement of the problem of the guarantee supplier in the Russian market.

The problem of the guarantee supplier is a serious one. Today Gazprom is not represented in 3 regions – Kostroma, Sverdlovsk and Chelyabinsk regions. Independent suppliers ship gas there. But they don’t settle the issue of gasification in the regions and don’t compete with each other, the deputy chairman of Gazprom. V. Golubev, said.

The most serious problem will be the fair division of regions. To ship gas to the Sverdlovsk region and Dagestan are two different things. There are no volunteers. Gazprom is supposed to do that. Annually we spend 1 bln roubles for the gasification of Dagestan, construct gas pipelines to the far located villages, V. Golubev said.

Independent producers in Russia suggest a full liberalization of gas export, separation of the transportation component from Gazprom so as to eliminate a conflict by means of accelerate reduction of the transportation tariff for the development of domestic sale, and auditing of Gazprom’s expenditure for transportation.
