The Customs Service and Rosneft (I.Sechin) attempted to write new “rules of game” for the bunker market of Russia last year. The both initiatives restrain competition. The Prosecution service and FAS have argued against an unauthorized behavior.
In summer-autumn 2013 the bunker market was “attacked” by 2 initiatives. We can not know if they were a part of a common plan. However, both of them are aimed at a restriction of competition on the market.
