Key obligations of subsurface users to be listed in the licenses

t is necessary to spell out the obligations of the subsurface users in concrete terms in the license. The head of the Ministry of Environment of Russia S.Donskoy said.
According to him, the Ministry was about to indicate a required number of criteria in the project documents for the development of the deposits, which the company is to fulfill.
The documents will be used for a control over the license conditions’ performance.
Only key obligations of the subsurface users will be spelt out in the licenses. The performance of obligations depends on personal attitude of the subsurface user to the subsurface exploitation, but not on the presence or absence of the required infrastructure.
