Coal industry: time to found parks

The Ukrainian Cabinet of Ministers is ready to sell the state coal-mining industry and urgently looks for investors. And scientists propose to establish coal-industrial and industrial parks as a way to diversify the activities of mines.

Industrial parks on the basis of mines: there are examples

Interest in economic project of its kind increases in the world, there are signs of it in the Ukraine - in 2013, a law on industrial parks was adopted, and parks themselves appeared.

According to the Pareto law, 20% of efforts provide 80% of the results, while the remaining 80% of the effort - only 20% of the results. It’s true for the Ukrainian domestic coal industry - 30% of mines produce 70% of coal.

Everything seems to be corresponding to the law, it is logical. But the trouble is that other 70% of the mines are owned by the state and over the three years before 2014, subsidizing of the public sector of the coal industry doubled, reached 14 billion hryvnias, which is 1.5 times more than the amount allocated from the budget for health. At the same time, payable made up 19 billion hryvnias, which is two times more than the value of the annual volume, produced by all mines.
