China unilaterally changes the routes of Russian oil export

​China insists on a new scheme of Russian oil supply. Beijing is not ready to reach the planned capacity of 30 mln tons of the offset of ESPO and suggests exporting the major part of oil via the Kozmino port and Kazakhstan. The Ministry of Energy can’t see a problem but Transneft opposes that – it is afraid of its investment being frozen.

In 2015 China is ready to receive 16 mln tons of Russian oil by the offset from ESPO “Skovorodino-Mokhe”, the advisor of the President of Transneft, I. Demin, said. It was initially planned to pump 15 mln tons by it, now the volume has been increased to 15.6 mln tons. From 2018 the capacity of the offset should rise to 30 mln tons. But due to the development program of oil refinery plants in the north-west of China, on June 5th PetroChina suggested changing the scheme: China wants to reduce the annual pumping volume by Skovorodino-Mokhe to 20 mln tons, and export the rest via the Kozmino port via Kazakhstan.
