RBC: Transneft asks the chairmen to protect lands around its pipes

​Transneft has worked out a draft law “On route pipeline oil and oil products transportation” similar to the laws referring the operation of Gazprom’s pipelines, electric networks and roads.

The law is planned to state the right of the company to ruin the objects constructed in the protected area of the pipelines without a decision of the court, get the unlimited access to pipes for their repair, construction and elimination of consequences of accidents, and the formula of setting rental fee for land use where pipelines pumping oil or oil products are constructed.

Currently the law is being considered by the Ministry. It is planned to be included in the plan of law making of the Ministry of Energy for 2016 and will be approved with the Ministry of Construction, Economic Development and Justice. Transneft expects that in 2016 the law will be introduced to the State Duma.

A representative of Transneft, I. Demin, said that the company is not the initiator of the draft law – it is develop by the Ministry of Energy but taking into account the suggestions of the monopoly.
