Government to make easier acquisition of licenses for oil and gas production

The Government of Russia and the Ministry of Natural Resources prepare amendments on the conditions of mining licenses.
At a meeting of the Vice Prime Minister ,Arkady Dvorkovich "On observance of conditions of subsoil use by subsoil  users" the Russian Ministry of Natural Resources was entrusted to approve the changes to the requirements for licenses’ content and to establish clear grounds for amending them. It is expected that it will minimize the subjective factor during making decisions to change the terms of subsoil use.

Levels of oil, gas and condensate extraction are planned to be eliminated from licenses. According to the new rules, these parameters will be registered in the technical design schemes of field development. Deviations from them are not punished by Federal Service for Supervision of Natural Resource Usage as is  non-compliance with license agreements.
