The President of Rosneft I. Sechin supports freezing of the tariffs for natural monopolies

The President of Rosneft I. Sechin supports the freezing of the tariffs for natural monopolies in 2014. He also suggests to enlarge the list of the monopolies via inclusion of Transneft to the list. Transneft representative states that in case of freezing of the company’s tariffs, Transneft will postpone firstly the project for doubling of the ESPO capacities in the direction of China.

On September 11th, Mr. Sechin wrote to the director of the Federal Tariff Service S. Novikov that for limitation of inflation it’s necessary to discuss possible transition from advance indexation of tariffs of the natural monopolies to the system of post-factum tariffs revision. He suggest to prolong the current rates of natural monopolies tariffs for 2014 without indexation, and to enlarge the tariffs of the natural monopolies ‘on the basis of the index of consumer prices for the previous year’ from 2015. The letter of Mr. Sechin was the expression of Rosneft’s position to enlarge of oil transporting tariff by Transneft.
