State can help Rosneft to launch its Eastern oil refinery

The Eastern oil refinery in the Far East, the construction of which will cost over 1 trillion rubles to Rosneft, will need as well large investment into the creation of the concomitant infrastructure. The oil company evaluates construction of the railway, power network, the gas pipeline and other necessary objects by 108.71 billion rubles, the Ministry of Energy reports. The state is ready to finance ¾ of these expenses, 82.7 billion rubles, and Gazprom, the Russian Railways and FSC will bear the rest of 26 billion rubles.

Rosneft gives no official comments about the issue. However a source in the company confirms the evaluation at 108 billion rubles. He claims that the company has sent the written study with detailed a description of the expenses to each of the infrastructure projects to all the profile agencies. They won’t have a sole general contractor for the creation of the infrastructure of the oil refinery; all the objects are built by the profile companies without the participation of Rosneft itself.
