Law on gas market doesn’t function in full – Martynenko

​The accepted law on gas market, which came into force from October 1st, is not functioning in full, the head of the Parliament Committee for Fuel and Energy sector, N. Martynenko, said.

From Jan 2015 we had to execute the Third Energy Package of the EU. Unfortunately we haven’t managed to do it in full. Nevertheless the law on gas market was accepted and it became one of the most progressive ones in Europe. It came into force on October 1st.

There are a number of gaps.

3 draft laws we had to consider this week so as the gas market started working are: the change into the tax and customs legislation and the changes to 17 other laws aiming for the harmonization of our legislation. I hope next week we will complete the work.

Mr. Martynenko said that a very important law is the law on the electric energy market’s liberalization.

The work on it was reported to be over by the Ministry of Energy and Cabinet of Ministers. Soon we will have it in Rada. We accepted this law in 2013 but it was criticized by the distribution, electric energy generation, foundation of the misbalance fund. Now it is a new law in fact. It meets all the norms of competitiveness, he said.
