The fate of heavy oil is in question.

"Transneft" has returned to the idea of separation of heavy oil pumping, mainly from Tatarstan and Bashkortostan, in a separate pipeline to Ust-Luga. The volumes of supplies of such oil are rising, seriously compromising the overall quality of the export of Russian raw materials. The allocation will create a new Russian oil grade similar to the Iraqi Kirkuk and Basrah Blend. But with this the cost of "Tatneft" and "Bashneft" production may fall sharply, especially as the global demand for high-sulfur oil is completely satisfied by Iraq. As a result, the oil companies are willing to support the project only if the losses are compensated.
