In the first quarter of 2012, the Kremenchug oil-processing plant decreased the processing of crude oil by 4.7%

In the first quarter of 2012, the Kremenchug oil-processing plant (the Ukrtatnafta, under the control of group “Privat”) decreased the processing of crude oil by 4.7% in comparison with the first quarter of 2011 – to 766.7 thousand tons, the data of the Ministry of Energy and Mines shows.

According to this data, there is the increase of gasoline production by 24.8% - to 282.8 thousand tons concurrently with the fall of the processing of raw materials by 5%. At the same time, the production of diesel fuel was decreased by 10.9% - to 200.4 thousand tons. In total, the increase of production of gasoline and diesel fuel made up 7% in comparison with the first quarter of 2011 – to 483.2 thousand tons.

According to the data of the Ministry of Energy and Mines, in January-March of this year, the selection of gasoline was increased by 9% at the Ukrtatnafta as compared with the first quarter of 2011 – to 37%. In March, as the Ministry’s data shows, this rate was 41%. However, this rate is abnormal high, especially as there were no any events that could increase the gasoline selection at the Ukrtatnafta in recent years.

The Consulting group A-95 considers that the reason for the wrong rates is the under-reporting, which the plant gives to the appropriate state authorities. Thus, according to experts, in January-March, the Ukrtatnafta got more than 80 thousand tons of vacuum gas oil from Kazakhstan by rail, as well as 2.2 thousand tons from the Kirovograd oil company. Meanwhile, these volumes of raw materials are not available in the accounting of the Kremenchug plant.

It should be noted that the inadequacy of the data is inherent in the long-reporting accounting of the enterprises, controlled by the group “Privat”. The industrial data of the Nadvirna oil-processing plant Neftekhimik Pricarpathya attracted the attention of the experts over the past 10 years. Despite the technological backwardness and lack of investment in the modernization, the plant has traditionally demonstrated the depth of processing, which is comparable with the best companies in the sector - more than 70% in its reports. According to industry sources, such illogical accounting was the result of unaccounted supplies of raw materials, particularly those ones, which were transported by road from nearby oil deposits.
 
The Ukrtatnafta is the Ukraine's largest oil-processing plant with estimated capacity of 18.6 million tons. 43% of the shares belong to Naftogaz of the Ukraine. In 2007, group “Privat” set the operational control of the Ukrtatnafta, consolidated more than 50% of the plant, formerly owned by entities affiliated with the Russian Tatneft, in the courts. Since 2008, the company demonstrates a loss-making activity; in fact the modernization has collapsed.
