The Government can deny Rosneft the right for LNG exports
The Government has elaborated the negative verdict for the law project broadening the list of LNG exporters, 2 federal officials and a representative of the Ministry that elaborated the verdict for the law project claim to Vedomosti. The Law ‘About gas exports’ was renewed in 2013. It allows to the export of LNG not only to Gazprom but also to other state companies from their shelf deposits and the companies that wrote in the opportunity for LNG plant construction to the licenses before January 1st 2013.
In practice, it gives the right for LNG exports only to Rosneft and Novatek besides from Gazprom. Among the LNG projects operating in Russia, the new law does not give the right for export to the Pechora LNG project of Alltech Group of D. Bosov. The project presupposes the construction of an LNG plant at the base of the Korovinskoye and Kumzhinskoye gas condensate deposits in the Nenets autonomous area with extractable reserves of 160 billion cubic m. However the licenses for them did not presuppose LNG plant construction before January 1st 2013.
