Head of Rosneft’s gas business Vlada Rusakova: “It’s difficult to work on competitive market in conditions of gas surplus”
A year ago,the independent gas producers, including Rosneft, undermined the export monopoly of Gazprom, by getting permission to export liquefied natural gas (LNG). Today, against the background of the oversupply of gas in Russia, the competition in the industry intensifies. The head of the gas business and vice president of Rosneft, Vlada Rusakova told the Kommersant about the plans of Rosneft on gas production in Eastern Siberia and Sakhalin, and on the creation of its own gas processing facilities and about differences inthe work of Rosneft and Gazprom.
Q- In recent years, Rosneft began to pay a alot of attention to the development of its gas business. The company has already obtained permission to export LNG. Would you like to be able to export pipeline gas too?
A- We are working within the legislation and are looking for ways to effectively monetize the gas from our projects. We can sell LNG, we have the permission. When the decision to liberalize the LNG export trade was being made, it was clear that it’s impossible to monetize any gas reserves on shelf without the ability to export. Now strong independent players have appeared in the gas market, and the extraction opportunities exceed the actual consumption volumes. At the same time, the transportation tariff for independent producers is now higher than similar rates in Europe and the United States. We need to switch to a single rate of the transportation tariff, we need a greater transparency of the tariff. Now independent producers, in fact, pay for Gazprom’s transportation costs.
Q- Why do you want to gain access to the Power of Siberia gas pipeline, which will be built by Gazprom?
