EU is ready to issue $1 bln to the Ukraine for gas payment

On November 1st 2014-March 31st 2015 Russia made a discount for gas for the Ukraine connecting it to the Customs duty. With the contract price for gas lower than $333.33/thousand cubic m, the duty was supposed to be less than $100 and be zeroed, e.g. the discount was supposed to be 30% of the contract price. With the price higher than $333.33, the duty would be higher than $100 and wouldn’t be zeroed but lessened by $100.
The discount for Q2 2015 was made by the same scheme. In each quarter the discounts were approved by separate Government regulations.
In fact the discount was $100/thousand cubic m but if in Q1 2015 it was about 23% of the contract price, in Q2 – 29%.
