Despite the fact that LUKOIL Overseas became one of 26 companies, which were pre-qualified to compete in a tender for the development of the sites at the shallow marine shelf of Mexico, it did not take part in the auction. The largest oil-and-gas companies, for instance Total, ExxonMobil and Chevron did not take part in the auction.
They said in LUKOIL that the first 14 blocks tendered were less promising ones. That is the reason of refusal from participation in the auction.
