The Ministry is ready to the revise some of the terms of the license agreements, liberalizing the access to new fields and ready to forgive any delay and the violation of various regulations, if they are caused by the need to replace the imported equipment or to change the supplier. The government continues to discuss the individual support mechanisms: for example, "Rosneft" claims to receive 2 trillion roubles from the National Welfare Fund.

Yesterday, Alexander Novak announced that in terms of sanctions the state is ready to give the oil companies a range of additional benefits. He called for the extension of the license obligations and facilitating access to deposits, especially the new ones. In his opinion, the sanctions for deviations from the technical, licensing or environmental requirements of the technical regulations on fuel should also be temporarily lifted, if they "occurred in connection with the transition to the alternative suppliers or import substitution" (we are talking about the oil refineries). The minister also proposed the introduction of a grace period for penalties in the absence of the ability to use the imported equipment and technology in the utilization of the associated petroleum gas (APG), waste management, oil spill response.
