Astana and Moscow haven’t arranged the oil exchange mechanism yet

Russia and Kazakhstan still haven’t arranged the oil exchange mechanism which is supposed to start working in 2014. As a result, Russian budget can miss out on 70 billion RUR of export duty, Kommersant reports.

Kommersant explains, the problem is in Rosneft insisting that Kazakh party must pay a part of the duties.

The final document about the oil exchange mechanism between Russia and Kazakhstan which is supposed to start working on January 1st, 2014 hasn’t been signed yet, the sources close to the government reported. The Ministry of Energy confirmed the information. The agreement of the governments of the two countries about the trade and economic cooperation in the sphere of oil deliveries was ratified several months ago. The acceptance of the final scheme is prolonged due to the unsolved problem of export duties at the amount of about 70 billion RUR per year the Russian budget is supposed to obtain in 2014-2016, one of the sources says. As told by the source, it remains unclear who is going to pay this money and on what the legal basis is.
