A new oil pipeline to be finally constructed in Khabarovsk region
The construction of another large oil pipeline has started in the Khabarovsk region. Transneft reported that the specialists of the affiliate along with the designers have started to search and hold drilling works along the route of the future offset. The new pipe will allow to connect the largest in the Far East oil refinery plant in Komsomolsk-on-Amur to ESPO. For that purpose it is necessary to construct a new oil pipeline along the left bank of Amur. Its length will be about 350 km. It will go via the Amur, Komsomolsk and Solnechny districts of the Khabarovsk region.
It was reported about the conflict with the future branch to the Komsomolsk oil refinery plant between 2 state monopolies. Rosneft and Transneft in the summer 2014 had a conflict upon the value of the project. The first company, that holds the oil refinery plant on the banks of Amur, assessed the construction at 47.5 bln roubles. Transneft, that wanted to construct the pipe by itself to the plant of the customer, asked by 5.5 bln more. As a result Rosneft agreed with one of the structure of the Rotenberg brothers on the construction of the oil offset. However, soon this contract was terminated by the mutual agreement. Rosneft started the negotiations with pipeline constructors again.
