In 2013, Lukoil’s ready to start ESPO exports from Kozmino, Oil Transporting Territory reports referring to a source in Transneft. The company’s appealed to the Ministry of Energy of Russia for inclusion to the supplies schedule. Lukoil asks to grant the opportunity to export via Kozmino in Q2 600,000 tons of oil. Transneft has not confirmed as yet technical ability for execution of Lukoil’s order. It’s unclear as yet whether the Ministry of Energy will approve the application.
