The law project ceasing the monopoly of Rosneft and Gazprom for the Russian shelf elaborated by the Ministry of Ecology and Natural Resources was not supported by the Ministry of Energy. The latter disagrees to grant access to the Russian shelf not to Lukoil only, but also to Novatek, Chernomorneftegaz and Severneftegaz controlled by V. Lisin. A source in the Ministry of Energy explains that only Lukoil has all the grounds for that and the other oil producers have investment too less to their projects within the latest several years.
