The Crimea demands more and more money

The Russian Government’s hopes to attract extra-budgetary resources for the development of the energy complex of the Crimea are not met. According to the Kommersant’s information, the Ministry of Energy and Ministry of the Crimea ask for 9.5 billion rubles from the federal budget for the construction of a Kuban - Crimea gas pipeline, which should deliver 2 billion cubic meters of gas per year to the peninsula by 2018. Source of 10 billion rubles more, required for the gas supply to the Crimea, remains unknown. It was originally planned that Gazprom would be engaged at least in the project of the pipeline, but, according to analysts’ opinion, the Government doesn’t want to compromise the monopoly with risk of sanctions from the EU and the USA.

In mid-April, the Ministry of the Crimea sent amendments to the federal program for the development of the Crimea through until 2020 to the relevant departments. In particular, we are talking about changes in the program for the development of gas networks in volume 19.8 billion rubles, which were supposed to be fully funded from extra-budgetary sources. As the Ministry of the Crimea explained to the Kommersant, "according to proposals of the Ministry of Energy and the Council of Ministers of the Crimea, it is offered to finance the construction of the Krasnodar region – the Crimea gas pipeline at the expense of the federal budget in the amount of 9.57 billion rubles".
