Ex-head of OSK has become adviser to I. Sechin

The ex-President of the United Shipbuilding Corporation (OSK), R. Trotsenko, according to the sources of Kommersant, now works as an adviser to the head of Rosneft, I. Sechin, who headed the Board of Directors of OSK when he was the Vice-Prime Minister. The experience of Mr. Trotsenko might be necessary for Rosneft while working at the shelf which requires the use of a good number of specialist types of offshore equipment, analysts say.

The former head of OSK, R. Trotsenko, a few weeks ago became the adviser of the President of Rosneft, I. Sechin, sources familiar with the situation told Kommersant. According to the interlocutors of Kommersant, Mr. Trotsenko has come to the oil company to control the shelf projects which will require a large amount of specialist equipment. But it is not clear if R. Trotsenko is an official employee of Rosneft. But he attends the meetings, negotiations, and is an adviser of Mr. Sechin in the structure of the delegation of Rosneft, one of the interlocutors of Kommersant says.

Sources of Kommersant in the market said many times that R. Trotsenko is in a close relationhips with Mr. Sechin. I. Sechin headed the Board of Directors of OSK until the summer of 2011. According to the sources of Kommersant, Mr. Lisin introduced Mr. Trotsenko as a potential candidate to the President of OSK. Later V. Lisin became the head of the Board of Directors of OSK instead of I. Sechin.

R. Trotsenko left the position of the President of OSK on July 1st. He was replaced by A. Diachkov who had headed the production union “Sevmash” (in the structure of OSK). At the final press-conference in late June, R. Trotsenko said one of the reasons of his leaving became the long-lasting conflict with the Minister of Defense, A. Serdyukov due to the price making in the framework of  Defense Procurement.

Before leaving the post of the President of OSK, R. Trotsenko refused to speak about his new place of work. I am a crisis manager and I think I won’t stay without a job, he said at the final press-conference. He added that he plans to have a rest in the summer. I have 60 days of holidays accumulated for 3 years of working at OSK. I would like to spend them together with my family and kids, R. Trotsenko said.

However, sources of Kommersant in the market and profile agencies said that R. Trotsenko, despite  the holidays, is actively looking for a job. None of the sources could say for sure where R. Trotsenko will work. One of the sources said that he might head a new large holding which will specialize in the manufacturing of the production equipment for the projects in the oil and gas sectors, including the shelf projects. Another source of Kommersant said that R. Trotsenko might have a position in the new Fund of perspective research in the sphere of the military-defense sector. The Vice-Prime Minister, the chairman of the Military-Defense Committee, D. Rogozin, lobbied for the foundation of this Fund. The new object will permit the order for the development of technologies in the sphere of military, special and dual purpose, and in fact, is to become the Russian counterpart of the American Defense Advanced Research Program agency.

The appearance of R. Trotsenko in Rosneft in the team of I. Sechin is quite logical, first of all it can be explained by the existence of personal relations between them, N. Malysheva from PortNews thinks. She says that the cooperation between OSK and Rosneft when R. Trotsenko worked in the corporation was not strong. First of all it concerned the construction of tankers and ice-class tugs as well as the support vessels at the capacities of the Far Eastern centre of ship building and ship repair of OSK for Rosnefteflot. The other projects of OSK for Rosneft are at the level of plans, the analyst says.

In April OSK and ExxonMobil signed a memorandum of understanding which presupposes the possibility of the construction of 15 drilling platforms for the capacities of the corporation for working in the Kara Sea. Moreover, OSK plans by 2014-2015 to construct a semi-submersible drilling unit of ice-class “Great Bear” for Rosneft. The unit will be constructed at the dock “East-Raffles” in the Far East. Meanwhile the main partners of OSK in the sphere of shelf projects were mainly Gazprom and Lukoil, for which OSK purchased the “Caspian energy” for the development of the deposits at the Caspian N. Malysheva says.

Meanwhile with the participation of R. Trotsenko, Rosneft has acquired one asset. In late June it purchased a fuel-oil terminal from OSK which is located on the territory of the Murmansk ship repair plant #35 (oil transshipment terminal on the basis of “Polar terminal” OOO) for about 900 mln roubles. The structures of OSK purchased the “Polar terminal” in 2006 aiming for further resale. The corporation settled all the problems and legal issues, and put it up for sale, one of the interlocutors of Kommersant says. Though Rosneft hasn’t yet decided what to do with the new asset, it considers different variants: either its restructuring aimed at fuel-oil transshipment or as a site for the development of its shelf projects.
