Bashneft increased oil exports by 4.4% in 2013 and oil products and petrochemicals exports by 9.3%

Bashneft increased oil exports by 4.4% to 4.7 million tons in 2013 and oil products and petrochemicals exports by 9.3% to 9.4 million tons. In 2012, oil exports were 4.5 million tons and oil products and petrochemicals exports were 8.6 million tons.
Last year the company modified the structure of its export supplies. The total export sales shared 30% to Poland, 25% to the Primorsk port, and 16% to the Novorossiysk port in 2012, compared to 33% to Novorossiysk and 27% to Hungary in 2013. They increased supplies to Slovakia from 0% to 24%, and to Belarus from 0% to 11%. The strategic priority in oil export sphere was geographic diversification of supplies and entrance to the new premium markets.

The second attempt of Bashneft’s expansion in Tatarstan

The Moscow industrial magnates from JSFC “Systema” have found one more way to approach the fuel market of Tatarstan.
As it became known to “Business Online”, the Board of Directors of OJSC “Bashneft” has approved the deal on the acquisition of the structures of the Bashkir fuel trading group “Ufaoil-Optan”, including about 100 petrol stations in the Volga region and in the Urals. One of the structures of the group owns 4 petrol stations in Tatarstan.
In late April the Board of Directors of “Bashneft” held a meeting. One of the items on an agenda is the participation of Bashneft in other organizations and approval of the deals. The Board has asked to approve the deal of the company on an acquisition of a 100% share in the registered capital of “AZS-Saransk” LLC, “AZS-Ufa” LLC, CJSC “Helios” and 95% share in CJSC “Optan-AZS” and CJSC “Ural” (“Bashneft-Udmurtia” LLC is to get the remaining 5%).

In January-April 2014 the supply of raw materials from the oil refinery in Ukraine and Shebelynka GPP decreased by 19.2% compared with the same period in 2013 - up to 1 157.7 thousand tons.
In January-March 2014 the supply of Ukrainian oil to domestic oil and gas refineries amounted to 729.1 thousand tons (-13.5%), Russian - 160 thousand tons (+100%), Azerbaijan - 81.9 thousand tons (-65, 8%), Kazakhstan - 12 thousand tons (-91.5%), gas condensate - 159.2 thousand tons (-23.6%), vacuum gas oil - 15.5 thousand tons (an increase of 7 times).

The European Commission has found a new “threaten to energy safety of the European Union" purportedly originated in Russia. According to fragment of draft proposals of the European Commission for the June EU summit on the need to reduce energy dependence on Russia, appeared in European mass media, the EC, in particular, is concerned by the acquisition of refineries in Europe by Russian business. The leaked text emphasizes that "this activity of the Russian business must be carefully monitored".

In January – April, the Azeri oil refineries reduced the production of petrol by 12% to 400,400 tons, diesel fuel by 17.4% to 695,400 tons, one-run petrol by 18.6% to 42,100 tons, kerosene by 11.6% to 205,800 tons, and bitumen by 8.3% to 92,600 tons. Lubricants yield increased by 45.9% to 16,200 tons

LUKOIL to invest 86 bln roubles into the updating of the Volgograd oil refinery

LUKOIL will invest 86.7 billion roubles (31.3 bln roubles in 2014) into the realization of the investment projects at the Volgograd oil refinery. A.Alekperov said after the visiting of LUKOIL-Volgogradneftepererabotka, the largest producer of fuels and lubricants in the Southern Federal District.
One of the projects is the construction of the crude oil distillation unit (CDU-1) of 6 million tons of processing capacity a year at the plant. The unit will start working at full capacity in 2015.
There has been invested 14 billion roubles into the construction of the oil refinery.
CDU-1 is meant for primary crude oil processing in order to receive low-octane products: sour gas, reflux, straight-run gasoline, kerosene, kerosene-gasoil fraction, vacuum gasoil and acid residue.

The RF Ministry of Energy proposes to reduce the customs duties and excise taxes on petrol.

The RF Ministry of Energy proposes to reduce the customs duties on petrol and excise duties on petroleum products in order to reduce the effects of tax reforms for the oil industry. On Monday Alexander Novak, the Energy Minister, posted the proposals to Arkady Dvorkovich, the Deputy Prime Minister for fuel and energy sector, (the text is in "Izvestia"). The experts predict that only part of the initiatives will be able to overcome the "veto" of the Ministry of Finance. The fiscal authority does not approve the prospect of the imposing of a tax on the financial results and the reduction of excise duties. According to the participants, the RF Ministry of Energy offers will increase the tax burden on the industry and the return on investment in long-term projects, as well as hit the consumer by an increase of the fuel prices.

In June, Russia reduces the duty for liquefied hydrocarbons to $86 per ton

In June, Russia reduces the duty for liquefied hydrocarbons by 2.6% to $86 per ton, Reuters reports referring to the Minister of Finance,A. Sakovich. The reduction in the duty for June is presupposed by the fall in the liquefied hydrocarbons’ rates at the global market within the period of April 15th – May 14th 2014, Argus reports.
The liquefied hydrocarbons duty for June is compiled from the average rate within the monitoring period minus the marginal price level of $640 per ton; the result is multiplied with coefficient of 0.6, and $75 per ton is added to the raised index.
Export duty for liquefied hydrocarbons was $129 per ton in April, $169.1 in March, $202.4 in February and $196.5 in January.

In 2014, Kyrgyzstan has imported over 327,000 tons of oil products

In 2014, Kyrgyzstan has imported 327,600 tons of oil products including 199,000 tons of petrol and 128,600 tons of diesel fuel, the President of the Oil traders’ association of Kyrgyzstan M. Kerimkulov says. Stock-in-trade fuel was 112,000 tons by the beginning of May. It means that the reserves and the closest fuel supplies are enough for not less than 1.5 months of consumption.
