The decision about the granting of access to the OPAL pipeline for Gazprom will be agreed at the end of February or the begining of March, the Deputy Minister of Energy of Russia, A. Yanovsky says. On Friday, the Ministry has held a meeting of the Minister of Energy A. Novak and the Eurocommissioner of EU for Energy, G. Ettinger. Mr. Yanovsky explains that the European side executes some technical procedure that will be completed at the end of February or the beginin of March, and then the issue will be legally arranged.

Nord Stream AG has completed testing of onshore part of Nord Stream

Nord Stream AG has successfully completed testing of the integrated gas pipeline system in connection with the launch of German BEL pipeline.
The testing began on November 5 2013. It was performed for external certification of the GTS and confirmed reliability of the whole integrated system.
While testing, gas transporting parameters could fluctuate in different modes. The gas pipeline operation parameters include pressure, temperature, gas specifications and hydraulic resistance coefficient.

The EC has agreed the transaction between Gazprom and Wintershall on assets exchange

The EC has admitted the transaction between Gazprom and Wintershall Holding GmbH, the subsidiary of Wintershall on assets exchange. They reported before that Gazprom and Wintershall Holding GmbH presented for coordination in the EC the documents on the transaction for assets exchange with the orienting date of closure of the agreement on December 5 2013. The companies are going to close the transaction in 2014.

South Stream will cost Gazprom more than expected

 The real expenses of Gazprom into the construction of the South Stream pipeline  can reach $65 billion, not Euro 30 billion as it valued before, Reuters reports referring to the president of East European Gas Analysis, M. Korchemkin. He takes into account expenses into the construction of the pipeline from Yamal to Middle Russia ‘Bovanenkovo – Ukhta – Pochinki’ that is not concerned by Gazprom. In his opinion, it will be extremely hard for the company to recoup  such an investment with the current hydrocarbons price. He thinks that for acceptable investment recoupment, Gazprom should sell gas to Europe by over $14  per MMBtu (slightly more than 28 cubic m), and average current price is $11.8.

The EC will bring the verdict about the agreement of Gazprom and Germany on OPAL pipeline within 4 months

The EC will make their decsion about the agreement of Gazprom and the German regulator, Bundesnetzagentur on the OPAL pipeline within 4 months. The Russian and the German sides closed the agreement earlier in November. The EC will study the agreement for 2 months with the possible prolongation for an extra 2 months.
OPAL pipeline with capacity of 36 billion cubic m is laid via Germany. It connects Nord Stream with the gas transport network that existed before. Russia and Germany were eager to achieve the exclusion of the OPAL pipeline from the Third energy package norms that gives to Gazprom the opportunity to fill in the pipeline by not more than a half.

Nord Stream’s CEO Matthias Warnig may buy his first asset in Russia – energy contractor EFESK

The CEO of Nord Stream AG (the gas pipeline from Russia to Germany on the seafloor of the Baltic Sea), and an old friend of the Russian President Vladimir Putin, Matthias Warnig may buy his first asset in Russia. As Vedomosti reports today, he is going to buy a package in EFESK, which is engaged in the construction of electric networks and related infrastructure.
Information about the share, which Warnig intends to buy, is different – some source talk about 26%, other – that Warnig will buy the controlling stake.
The deal is planned to be concluded before the end of the year. The package may be bought on account of a decrease of all the other participants’ shares. Sources of the Vedomosti that are close to network companies call the main owner of EFESK its Board’s Chairman, Evgeni Bobylev.

Gazprom yields in Bulgaria, agreed to let other suppliers join South Stream

Gazprom has officially started to construct the surface part of the South Stream gas pipeline at the most difficult Bulgarian section. The monopoly had to allow a gas discount to Bulgaria and to make serious concessions under the terms of the loan granted. Moreover, access of other suppliers to South Stream were included into the agreement with Bulgaria, on which the European Union insisted and that wasn’t done by Gazprom previously. But against the background of exacerbation of relations between Russia and the Ukraine, the importance of the South Stream success increases.
Yesterday, Gazprom started to construct the most lengthy and difficult section of the South Stream gas pipeline in the territory of Bulgaria. Sofia was one of the first that signed the intergovernmental agreement on the gas pipeline in 2008, but then negotiations on the Bulgarian site at 540 km long became the most complicated for Gazprom.

The EU again to intend to construct oil pipeline Brody-Adamova zastava with capacity of 30 million tons per year

The project of construction of the Brody-Adamova zastava main oil pipeline has been included into list of 250 projects of energy infrastructure, which will receive 5.85 billion euro from the EC budget in 2014-2020.
This list was approved by the European Commission on October 14 of 2013.
Companies, included into the list, will be able to contend for an accelerated procedure of the granting of permission, compensation of their administrative costs and access to budget and private financing.
The EC’s list includes 140 projects in the sphere of electric-power industry, about 100 projects in the sphere of gas transportation and several oil projects.
