Vietnam can grant tax benefits to the project for Dung Quat oil refinery upgrading with Gazprom Neft's participation, this was inr the statement about the further strengthening of the relations of the strategic partnership between Russia and Vietnam.
The statement was agreed as one of the results of the visit of the Russian President V. Putin. Dung Quat oil refinery located in Central Vietnam is the only active oil refinery in the state. On Tuesday. Gazprom Neft and Petrovietnam closed the framework agreement about broadening and upgrading of the enterprise.

VETEK Group completed execution of the transaction for purchase of All-Ukrainian Industrial Union LLC owning Kherson oil transshipment complex . The complex includes the oil terminal and the oil base.

The growth in hydrocarbons reserves in Russia will outstrip production by the end of 2013, the Minister of Natural Resources and Ecology S. Donskoy says. In November, the Ministry will get ‘the interim index’ on the volume of growth in reserves, and the final index will be obtained in February 2014. In 2012, growth in reserves was 681 million tons of oil and 816 billion cubic m of gas, and production was 518 million tons of oil and 655.007 billion cubic m of gas.

Gazprom Neft has made  public its unaudited financial accounting by ISA for January – September 2013. Growth in extraction and oil products sales via the premium sales channels (minor wholesale and own petrol stations network, the sales of kerosene and bunkering) increased the corrected EBITDA by 2.9% to 251.92 billion rubles. Net profit increased by 0.4% to 135.15 billion rubles. It was restrained by the influence of losses from differences in currency exchange in connection with revaluation of its credit portfolio.

On November 11, the daily oil and gas condensate output was 1.4491 million tons in Russia, the Central Dispatch Department of the Fuel and Energy Sector reports. Production was 561,600 tons in Rosneft, 237,200 tons in Lukoil, 168,700 tons in Surgutneftegaz, 137,100 tons in Gazprom Neft, 72,200 tons in Tatneft, 45,300 tons in Bashneft, 55,400 tons in Gazprom and 23,900 tons in Russneft.

Novatek evaluates investment to Yarudey deposit by $1.5 billion up to 2017

The volume of investment to the Yarudey deposit developed by Yargeo LLC, the JV of Novatek (51%) and the Cyprian Nefte Petroleum Limited (49%) will be $1.5 billion within 3 years, the CFO of Novatek M. Gateway says at a telephone conference. The partners will perform financing proportionally to their shares. Mr. Gateway reminds that under the law, the deposit is released from mineral tax payment until 2022.

Expert: deduction of expenses to geological exploration from mineral tax will enlarge annual oil production by 50 million tons

The basis of investment attractiveness in oil production is stable and reasonable taxation, the director of the Energy center of the Moscow management school Skolkovo, G. Vygon said at the parliamentary hearing of the State Duma committee for natural resources, subsoil use and ecology devoted to the legal provision of improving of investment attractiveness of subsoil use in Russia and its continental shelf. He singles out in his report 3 priority directions of operation for the achievement of the purpose.

FTS suggests Gazprom to sell gas at a rate of over 100 million cubic m with discount of up to 20%

The Federal Tariffs Service (FTS) has elaborated a Governmental law  presupposing the granting to Gazprom of the opportunity to sell gas to the consumers with the annual volume of  over 100 million cubic m with a discount of up to 20% of the regulated price. The law t is elaborated under the decisions agreed by the Government about the reduction of the ratio in wholesale gas price growth in mid-term future.
