Gazprom prepares for worst ever year in its history

This year may be the worst in the history of Gazprom. The first official results of the first six months show that the company goes towards to new record low in the production and export of gas on the background of falling prices: being hard pressed by independent producers in Russia, it is at the same time reaping the fruits of the policy of restricting exports to Europe. Gazprom still expects to improve the situation in the second half of the year. But the sad state of affairs may have advantages for the company - the Government is unlikely to decide to further destabilize the situation, supporting the radical proposals of Rosneft on he reform of the gas market.
The Government expects a sharp decline of the production and export of Gazprom on the results of 2015, the monitoring of the Ministry of Economy in the first six months shows. As since April data on the monopoly’s production is no longer published separately in the summary of the Central Dispatch Department of the Fuel and Energy Sector, the information of the Ministry is the first official information on the dynamics of the production and exports of gas in the first six months, coming not from the company itself. The Ministry states that in the first six months the production of the Gazprom group decreased by 13.1% to 209 billion cubic meters, and gas exports - by 12.9% to 88.5 billion cubic meters. At the same time, the production data includes not only Gazprom, but also Gazpromneft, which last year produced 12.4 billion cubic meters of gas.

"Lukoil" to buy "Transneft's" product pipeline going through the Ukraine.

"Lukoil" is going to buy "Transneft"’s problematic product pipeline to ensure diesel fuel pumping into Europe. "Lukoil" wants to attract the European companies into a partnership.
«Lukoil» acquire the DP "Prikarpatzapadtrans" company from "Transneft", follows from the letter of Vagit Alekperov, the President of the oil company, to the RF President Vladimir Putin on August 27th ("Vedomosti" managed to read the document). "Prikarpatzapadtrans" is the Ukrainian structure of "Transneft", which owns Samara - Zapadnoye and Grozniy - Armavir - Trudovaya land pipelines across the territory of the Ukraine. Putin affixed the letter with the "agree" resolution and forwarded it to Arkady Dvorkovich, his Deputy Prime Minister, and Nikolay Tokarev, the president of "Transneft".
The representative of "Transneft" addressed the questions to "Lukoil", since, according to him, this is an initiative of the oil company. Representatives of "Lukoil", the Ministry of Energy and Arkady Dvorkovich declined to comment.

USA and EC Sanctions – Russian oil and gas companies may be limited in technologies

The USA and Europe may impose new sanctions against Russia that will concern the oil and gas industry, which is a key sector for the country. It could be prohibited for foreigners to use new technologies in work with Russian companies in this sector. Sanctions can have an impact on the development of the shelf and difficult reserves. Such projects are at early stages, thus the effect from the restrictions will be suspended and risks of the Russians will be shared by their foreign partners in full measure. But Russian oil and gas companies need new technologies in the long-term perspective, however the companies don’t hurry to develop them.

Russia not to share the former Ukrainian deposits in the Crimea?.

The projects of foreign investors in Crimea are at stake.
After entering the Crimea to Russia on his shelf the Russian legislation will begin to work prohibiting the access of non-state and foreign companies. In this regard, "Chernomorneftegaz", which holds the license on the Crimean shelf, will have to transfer them to "Gazprom". The PSA companies with Eni, EdF and "The Waters of Ukraine" will be under threat of collapse unless Moscow does not provide the foreign investors "the grandfather clause", which once kept the conditions for Sakhalin PSA.
Yesterday, Gennady Khramov, the Deputy Minister of Natural Resources and Ecology, stated that the land on the Crimean shelf after its entry into Russia can qualify for federal "with the application of the rules and regulations of the Russian legislation". Only state-owned companies with relevant experience for at least five years can work on the shelf, that is, "Gazprom" and "Rosneft". But, an official stated, the extension of the provisions of the law on the existing agreements will be further discussed, there is no decision on this matter.
