Russian domestic price of rolled metal is going to jump

The growth in the world prices and the ruble has led to the fact that metallurgical companies are going to increase the rolled metal price by 10-20% in May to achieve the export parity. According to the Kommersant’s information, the problem automotive industry will be touched by this at minimal level, but this may be much more sensitive to pipe manufacturers. However, most of the major consumers work on long-term contracts with price formula, and the prices increase on them should be lower.
In May, Russian metallurgists can raise the price of hot-rolled steel (HRC) by 20% month-to-month, BCS reported on Friday, cited data from Metal Expert. Analysts note that this could be the biggest monthly price jump since April 2008. The dynamics seems likely: the domestic prices for HRC in the Russian Federation follow the export ones with about a two-month lag, BCS writes. Last week, a ton of HRC in Russia cost about $350, while the export FOB Black Sea - $400.

Steel production in Russia decreases

Russian metallurgists reduce steel production: in June they reduced the volume by 4.3% to 5.5 million tons. The market participants explain that at the beginning of the year an abnormal demand was due to concerns of further devaluation of the ruble, caused, including, overstocking. According to pessimistic forecasts, in 2015, the demand for steel in Russia and the CIS countries will decrease by 15%. The production of pipes is growing, but Gazprom has already canceled a number of large tenders.
The production of steel in Russia again began to decline, the data of the Russian Statisctics Committee shows: in June, steelmakers reduced the output by 7.5% to 5.5 million tons. Back in May, the fall made up only 1.6%, and in April there was an increase by 0.6%. By results of the first six months, it was managed to keep the fall at symbolic 0.2% to 34.9 million tons, and rolled products - at 0.6%, to 30 million tons.

Money in the morning, pipes in the evening.

Tube producers want advances from the state-owned companies.
Russian pipe producers, unlike the majority of metal producers, not much benefiting from the devaluation can get support from the government. According to "the Kommersant", Arkadiy Dvorkovich instructed ministries to examine the issue of the advance of the mandatory procurement of pipes by the companies owned by the fuel and energy complex by 30%. Currently this practice is applied only by "Gazprom"’s pipeline "The Power of Siberia", and, according to "the Kommersant", the state-owned companies do not want its expansion.

Evraz moves its industry to the Ural region

According to the Kommersant’s information, Evraz, which repeatedly postponed launch of its rolling plant Yuzhny stan in the Rostov region, can move the plant closer to its Nizhny Tagil metallurgical plant (NTMK), if it doesn’t find strategic partners. Market participants say that Evraz offers Metalloinvest, TMK-Pipes and Rostov electrometallurgical plant (REMZ) to co-invest in the project and to provide it with billets. The company has been late for the Olympic games’ construction, and it’s unprofitable to transport billets to the Rostov region from NTMK.
Evraz may phase out construction section rolling plant Yuzhny stan in the Rostov region, if it doesn’t find a strategic partner and doesn’t solve the issue of raw materials, market sources told the Kommersant. According to them, the company planned to deliver billets to the plant with capacity of 450 thousand tons of steel per year from its Petrovsky DMZ in the Ukraine, but abandoned this scheme. One of the Kommersant’s interlocutors linked this to the conflict in the Ukraine, which can complicate the delivery. Another source of the Kommersant, familiar with the situation, says that "it is not a refusal from the supplies from DMZ, but the choice between this chain and other potential suppliers depending on the market situation". Also, it’s necessary to increase investments in the project - according to the regional Ministry of Industry, 3.2 billion rubles of 5.3 billion rubles have been invested in it. According to the Ministry’s information, the plant is scheduled to be launched in mid-2015.
